We all can agree that no 13-year-old should be having sex.

If a girl that young is having sex, there's a significant chance that what's going on is rape. That's because there's a significant chance this girl's partner is an adult. Yup; it's rape even if the sex is "consensual."

A 13-year-old can't consent.

But a number of children, some even younger than 13, are not only having sex, they're having babies. So should there be a greater push for abstinence?

Rosalie Manor Community & Family Services in Milwaukee has been using an abstinence curriculum for decades and believes it works.
