Wisconsin ranks at the bottom of the country in the eligibility
requirements for a new pool of $4.3 billion in federal school
grants, and mayoral control of Milwaukee Public Schools won't change
that, Milwaukee School Board President Michael Bonds says in a
letter to public officials.
In the eight-page letter to Gov. Jim Doyle, state Superintendent
of Public Instruction Tony Evers and Milwaukee Mayor Tom Barrett,
Bonds laid out a list of reasons to oppose Doyle's proposal to have
the mayor run the Milwaukee school system and choose the next
superintendent.
Bonds called the proposal undemocratic, but he also cited a
