MORAINE -- The Ohio Department of Administrative Services won't overturn its decision to award a $4 million-per-year state contract to a North Carolina vendor after a local provider of DNA identity testing services protested that decision.

Northrop declined further comment on Friday, Aug. 21, as did William J. Thomas, Orchid's vice president and general counsel.
