Congestion and additional crashes would cost motorists $15.5 million a year during extensive delays in the reconstruction of the Zoo Interchange, according to a draft report analyzing the deteriorating condition of the overcrowded crossroad.

The assessment by the engineering consulting firm Michael Baker Jr. Inc. also projected more than 120 motorist injuries and nearly one additional death per year, based on crash rates in the interchange that exceed state roadway averages by two to five times.
