Article: Outdoors: Net proposal irks recreational anglers

Stop me if you've heard this one before: Commercial fishermen and, to a much lesser extent, sport anglers hammer a fish stock to the brink of collapse. Federal-state regulators finally step in and place a moratorium on all fishing. Years pass, the fish return to relative abundance and all is right with the finny world. And then signs emerge that this boom-and-bust cycle may begin anew. Toss a dart at a U.S. map and there's a strong chance it'll land someplace where this phenomenon has occurred or is occurring.
