Q: Traffic signal

I use Robinson Street going west to Aviation Boulevard and I want to know why we cannot cross Aviation straight across to Second Street in Manhattan Beach. It's not allowed, but people going north or south on Aviation can turn right or left onto Second Street. What's up with that? It doesn't make sense to me.
