When the leader of a municipality steps down, others step up to take over, and that's usually when you see primaries.

At least that's the observation of Secretary of the State Susan Bysiewicz, who oversees the state's election process.

And, she wants to make sure that everyone knows their party affiliation, because if you want to vote, you have until noon today to register at your town hall. She said her office often takes calls from unhappy people who usually vote a particular way and think they are a Republican or a Democrat, but when they're trying to vote in a primary they can't because they're unaffiliated.
