For most people, the topics have to be very immediate and close
to home before they can get excited about matters of planning and
development.
A proposed slots parlor in the neighborhood to open in 2011? That
will bring out a crowd to a local zoning hearing. A new road that
will require the taking of some houses and businesses for right-of-
way? That will surely energize hundreds to come to a community
meeting.
On the other hand, there are a few people who can be passionate
about their vision for an urban area some 10, 20 or 50 years in the
future. Locally, some of the most passionate are those who do not
hail from Charm City and environs but have discovered the unique
attributes of the city ...
