Article: New York's Empire Zone system slated for major overhaul

Canon is here to stay.

The tech company represents what works with the state Empire Zone program on Long Island. Regional leaders were able to convince Canon to build its headquarters in Melville thanks to more than $35 million in tax breaks and benefits, including a county orchestrated move to shift an Empire Zone from Riverhead to western Suffolk.

But for every success story, Empire Zones have also been assailed for being corrupt, wasteful and inefficient. Therefore, state lawmakers, led by Gov. David Paterson, have announced that the program is being scrapped.

In its place, the state hopes to create a new system to entice businesses to stay in New York.
