Seal Beach is a town where small is beautiful.

And Lee Whittenberg - the city's retiring director of Community Development for nearly 20 years - knows all too well that a hint of big development can spark a protest, the kind that would overflow the City Council Chamber.

During Whittenberg's 20-year tenure, the Hellman Ranch was one of the most explosive series of sessions. There also was a major squabble over the development of the Bixby Ranch Co.'s Towne Center, north of the San Diego (405) Freeway; and bars or restaurants on Main Street wanting liquor licenses also generated heat, especially from nearby homeowners.
