Brockton officials moved quickly following Building
Superintendent Joseph Vasapollo's arrest on federal bribery and
extortion charges to plug policy gaps that they say could have made
such activity possible.
Mayor James Harrington fired Vasapollo, 66, of Brockton, a
holdover appointee from the administration of former mayor Jack
Yunits, soon after the Sept. 11 arrest. He then implemented a new
policy that forbids department heads from approving no-bid
contracts, as well as any for amounts less than $5,000.
All contracts must now be handled through the city's procurement
office, and a six-member oversight committee has been established
to review all existing city contracts of $5,000 or ...
