The front steps at Lisa Olsakovsky's red-brick home are
crumbling. Her family is in a constant fight to scrub away mold in a
musty-smelling basement. With winter approaching, they have no
furnace.
Three months after floodwaters ravaged several eastern suburbs,
families like Olsakovsky's still are struggling to recover. The
Federal Emergency Management Agency has refused to help, despite the
state documenting almost $22.5 million in damage in Allegheny and
Westmoreland counties.
The federal Small Business Administration has received 36
applications for low-interest loans from homeowners, residents and
business owners who suffered flood damage, but Olsakovsky was among
