CSA to hear NAACP case en banc

Maryland State Police and the NAACP will clash Tuesday before the full Court of Special Appeals over documents the civil rights group says it needs to determine if troopers are pulling over motorists based on their skin color.

A three-judge panel of Maryland's second highest court heard arguments on May 11. But on July 31, the court decided the controversy should be heard by all 13 judges in an unusual en banc hearing.

The National Association for the Advancement of Colored People seek MSP documents to determine if the agency is honoring a 2003 consent decree that requires it to submit quarterly reports detailing charges of racial profiling.
