Janesville, now lacking General Motors, is in tatters. Beloit
long has been depressed. To be blunt, Rock County is an expensive
basket case. The place needs a lot of economic repair.
Maybe we should cut our losses and cede it to Illinois. Let their
taxpayers, not us, subsidize the fix-up. Maybe we can trade it for
Galena. It's worth at least looking at, right?
No, it's not worth looking at. To voice the idea is to realize
the absurdity of throwing away what remains a valuable part of our
state. You don't discard assets because they need maintenance.
Especially expected maintenance, which brings us to the Hoan
Bridge. It needs redecking, as bridges do after decades of use. Do
