NEW HAVEN -- Grand Avenue, the Fair Haven neighborhood's main street, is a vibrant, close-knit village center dominated by homegrown businesses with a Latin flavor, its boosters say, and a proposed new zoning district is designed to keep it that way.

On Tuesday, aldermen heard the highlights: The new district, a BA- 1 zone, would foster smaller buildings with street-level retail and residences above, require minimal parking to promote pedestrian traffic, include facade guidelines to maintain the neighborhood character and mandate minimal building setbacks to promote a walkable continuity.
