Article: Five flags framework of sesquicentennial

It was to be quite an event, majestic and memorable. After all, a community does not celebrate 150 years of existence everyday. This sesquicentennial event would be so large in concept that it would include not only the celebrant, Dubuque, but the surrounding area as well.

It was 1938 and the planning had begun long months prior to the celebration. To assemble the required cast of 600 persons was in itself a considerable endeavor. The "Stirring Spectacle of Historic Dubuque" had to be put into narrative form, music selected for presentations, dates decided upon and (the big one) funding had to be acquired.
