Douglas Bruce should thank city leaders. They have rescued him
from political exile and made him look good. They may hand him a
victory in November, when he hopes voters will kill a city tax hike
and approve a measure to phase out payments to City Hall from city
enterprises.
City officials want a $46 million tax increase. When city
officials ask to control $46 million more in public funds, it
behooves them to project an air of responsibility and competence. In
doing so, they instill a sense of confidence in those who will fork
over the cash.
Yet in Colorado Springs, it appears city officials don't care
much about instilling confidence. Instead, they try to instill fear.
