QUINCY - It was a 16-acre jigsaw puzzle that took eight years to complete.

In 2001, Milton developer George Brewster began negotiating with 13 homeowners and businesspeople to buy up their South Quincy properties with the goal of attracting a retail superstore.

Now, Lowe's Cos. Inc. is set to begin site work in preparation for a 102,000-square-foot Lowe's Home Improvement Warehouse store, capping an exhaustive land acquisition and permitting process.

"(Brewster) went out and took a huge risk and bought this land with nothing in place yet," said Brewster's real estate broker, Tom McFarland of Re/Max Realty Pros in Quincy, "but he knew it was a good piece of land."
