WINFIELD - Putnam County commissioners didn't actually take a
vote but rejected their attorney's proposal to ban any county
employee from challenging a boss in an election.
The proposal was introduced Tuesday in connection with an update
of the county Personnel Policy and Procedures Manual, a document
given to every county worker upon employment.
Last year Sherry Haynes, a 20-year employee in the county
assessor's office, challenged her boss, incumbent Peachy Arthur, and
won. Arthur had served 12 years.
The campaign created tensions in the office, both told the Daily
Mail editorial board at the time.
