The Top 10 CNNMoney.com ranks the top small metro areas to start a small business: 1. Billings, Mont. 2. Bismarck , N.D. 3. Fargo, N.D. 4. Rapid City, S.D. 5. Sioux Falls, S.D. 6. Midland, Texas, 7. Morgantown, W.Va. 8. Dubuque 9. Hattiesburg, Miss. 10. Missoula, Mont.

Dubuque has been named the eighth-best small metropolitan area in which to launch a small business by CNNMoney.com.

The business Web site credited the strength of the area manufacturing and insurance industries, educational options, steady commercial property taxes, the unemployment rate and an active financial services industry in the ranking.
