BRISBANE -- Change is an infrequent visitor in Brisbane, a quaint city of 4,000. But it's coming, and it's on the minds of all five City Council candidates.

The next four years will be decisive in planning and launching a long-anticipated mixed-use development on the Brisbane Baylands, a 600-acre former landfill partly contaminated with toxic trash. Landowner Universal Paragon Corp. hasn't offered a formal vision for the site -- the city will first consider a crucial environmental impact report in 2010.
