ARLINGTON, Va., Oct. 29 /PRNewswire/ -- Health Communications, Inc. (HCI) today announced that eTIPS, an online training and certification program for servers and sellers of alcohol, was approved by the District of Columbia's Alcohol Beverage Regulation Administration (ABRA).
