After a year-long battle over the future organization of the
Manassas Fire and Rescue Department, city officials have drafted an
ordinance to guide emergency services in the city.
The ordinance, if approved by the City Council, would replace one
drafted last year when the city created the department. That
ordinance created tension between the career staff and members of
the Manassas Volunteer Fire Company and the Greater Manassas
Volunteer Rescue Squad who felt they were losing their identify
after serving the city for decades.
The new ordinance would effectively give operational control to
Fire and Rescue Chief Michael L. Wood. It also would aim to keep the
