The press release carried a celebratory headline: "Court of Appeals Upholds Scoring System Established by the U.S. Office of Personnel Management Protecting Veterans' Preference."

A three-judge panel of the U.S. Court of Appeals for the Federal Circuit had ruled in favor of OPM in a long-running dispute over a formula used in hiring administrative law judges.
