DENVER - Critics say a loophole in legislation tentatively approved Monday by the state House could mean some people who get a concealed weapons permit might not undergo a criminal background check.

House Bill 1410 creates statewide standards for issuing concealed weapons, requiring applicants to be 21 or older, go through a handgun- safety class and pass a Colorado Bureau of Investigation and FBI background check.

Those with a felony conviction would be barred from carrying a hidden gun beneath their coat or stashed in a purse.
