Citizens lined up Wednesday to urge Colorado Springs Utilities to
give as much thought to wind power and conservation as to a proposed
cleaner-burning coal plant.
A string of utility customers and civic advocates told the City
Council, sitting as the Utilities Board, that a combination of
electricity derived from wind power and a cut in demand through
conservation could delay or even negate the need for the proposed
$250 million coal plant.
The comments came during a public hearing on the utility's
proposed 2004 budget of $994 million.
