Living in the shadow of fast-growing Colorado Springs has
residents of two fringe areas considering the formation of their
towns to control their futures better.
Groups in Black Forest and Falcon said they're far from taking a
proposal to voters, but given rapid population growth in both areas
and the city's continued expansion, both groups said they have to
consider options to protect their lifestyles.
Black Forest residents have watched for years as Colorado Springs
approved hundreds of homes on the city's northern fringe.
City plans call for annexing small parts of Black Forest, which
has no official boundaries.
