Article: Out of the woods? Property rights reaffirmed in Black Forest

Congratulations go out to Millie Carlton, whose Thee Occasion wedding and event facility finally won the approval of the El Paso County Planning Commission on Tuesday. Carlton has had to jump through an exasperating number of hoops, including a major redesign of the building, to placate those who say the business doesn't belong in bucolic, pristine, just-perfect-as-it-is Black Forest. But her perseverance seems to be paying off.

While the project probably will never win the approval of those in the community of an elitist or exclusionist bent, we were glad planning commissioners recognized and rewarded her efforts.
