The Beijing-appointed leader of Hong Kong, Tung Chee-hwa, named
two new cabinet secretaries today to take charge of the budget and an
anti-subversion measure that prompted a protest by a half-million
people challenging his authority.
The financial and security posts were left vacant by unprecedented
resignations last month as Tung's government staggered under the
shock of the march, the biggest demonstration since Britain returned
Hong Kong to China six years ago.
Tung was forced first to water down the national security law,
which critics called a threat to local civil liberties, and later to
shelve it altogether. He has since pledged to regain the public's
