MOSCOW A nuclear accident damaged a reactor at the Chernobyl nuclear power plant in the Ukraine, the Soviet Union reported yesterday. Western diplomats feared a high death toll at the site of the accident, which sent a radioactive cloud over parts of Scandi-navia more than 1,000 miles away.

It was impossible to assess the number of people killed or injured in the accident at the restricted Chernobyl power plant, about 80 miles north of the Ukrainian capital of Kiev, the nation's third most populous city with 2.3 million people, in the western Soviet Union.
