vote for you because of your political views."
With this comment, Sen. Joseph Biden (D-Del.) candidly
acknowledged the reason for the controversy over President Reagan's
nomination of South Bend, Ind., attorney Daniel A. Manion to the
U.S. Court of Appeals for the Seventh Circuit.
Opponents of the nomination, including various senators, People
for the American Way and the Chicago Council of Lawyers, have argued
that Manion's qualifications and experience are insufficient. As

in light of numerous testimonials from lawyers to Manion's
