WASHINGTON Parliamentary maneuvering will delay at least until
tomorrow a vote on the controversial nomination of Daniel A. Manion
of Indiana to be a judge of the Chicago-based 7th Circuit Court of
Appeals.
Shortly after debate on the nomination opened on the Senate
floor yesterday, 21 Republicans filed a cloture petition to choke off
a filibuster by Manion opponents.
Cloture is a parliamentary device to limit debate, but takes two
days to mature. After that, 60 affirmative votes would be required
to bring the Manion nomination up for a vote.
The parliamentary maneuvering suggested that the anti-Manion
bloc does not at present have enough votes to defeat the nomination,
