Article: Senate jury is still out on Manion nomination

WASHINGTON The fate of Daniel A. Manion as a federal appellate judge hangs in the balance this weekend as contenders in a partisan struggle gird for a high-stakes game of parliamentary chicken.

Manion, nominated last February to the Chicago-based 7th U.S. Circuit Court of Appeals, was confirmed just before the Senate adjourned for the July 4 recess. The confirmation process was held up by a motion to reconsider the favorable 48-46 vote, and then Congress promptly went on holiday.
