WASHINGTON The fate of Daniel A. Manion as a federal appellate
judge hangs in the balance this weekend as contenders in a partisan
struggle gird for a high-stakes game of parliamentary chicken.
Manion, nominated last February to the Chicago-based 7th U.S.
Circuit Court of Appeals, was confirmed just before the Senate
adjourned for the July 4 recess. The confirmation process was held
up by a motion to reconsider the favorable 48-46 vote, and then
Congress promptly went on holiday.
When Congress returns Monday, reconsideration of Manion will be
high on the Senate's agenda, but Majority Leader Robert J. Dole of
Kansas has said he probably won't call the matter up this week - and
