The House voted to allow unrestricted travel to Cuba in keeping
with the constitutional right of U.S. citizens to travel freely. The
amendment was added to a bill (HR 5120) appropriating $35.1 billion
for the Treasury Department, White House, U.S. Postal Service and
other agencies in fiscal 2003.
A yes vote backed unrestricted travel.
