Mayoral candidate Thomas C. Hynes, trying to keep the operation
of the CHA a campaign issue, yesterday said the agency should not put
more scattered-site public housing in residential neighborhoods.
Hynes, a third-party candidate in the April 7 election,
acknowledged that he has not been in a Chicago Housing Authority
development "for a few years" and said he did not consult with any
CHA residents in crafting his 10-point plan to improve the agency.
He criticized the CHA for not trying hard enough to solicit
ideas for improvements from its residents, "who should know better
than anyone where the problems are." Hynes said he "very much" would
