DUBLIN, Ireland Lurking U.S., British and Soviet submarines - some with nuclear weapons - have turned the Irish Sea into a danger zone for local fishermen, who have lost equipment and even their lives in tangles with hidden vessels.

Last Wednesday, a 57-foot fishing boat from County Down, Northern Ireland, was towed backward for 20 miles in a nightmare journey that began when its fishing gear was snagged by a passing submarine. Eric Cully, skipper of the Summer Morn, was finally forced to cut his nets to free the boat.
