NEW YORK Each year the three network news divisions spend a substantial portion of their respective $300 million annual budgets on a nightly 22-minute broadcast, which may be the most costly anachronism since Poland tried to stave off Hitler's armored blitzkrieg with horse cavalry.

For in effect, these nightly newscasts are but a glimpse into the Pandora's box of technology, economics and marketing problems that have ensnarled the network news divisions of ABC, CBS and NBC in confusion, change, reduced expectations and heightened competition.
