impose censorship on coverage of anti-government violence, security
force actions, treatment of detainees, most peaceful protests and
statements the government considers subversive.
JOHANNESBURG Riot police wielding whips and firing tear gas and
rubber bullets arrested 130 students at Johannesburg's mostly white
University of the Witwatersrand here yesterday after breaking up an
outdoor meeting at which anti-apartheid activist Winnie Mandela was
to have spoken.
