GUATEMALA CITY The presidents of five Central American countries
Friday signed a plan to end the civil wars in El Salvador and
Nicaragua and foster democracy throughout the region.
The presidents of Guatemala, Honduras, El Salvador, Nicaragua
and Costa Rica agreed during a two-day summit to establish
cease-fires in Nicaragua and El Salvador by Nov. 7, declare amnesties
for rebels in those countries and set a timetable for
"democratization" in all five nations.
As in previous Central American peace meetings, no
representatives of rebel groups were involved in the talks - an
omission that raised questions over the implementation of any truce
