Article: Reagan upbeat on arms cut // Prompt accord with Soviets called possible

The United States and the Soviet Union are on the verge of a historic treaty to reduce nuclear weapons, President Reagan said Wednesday, a prospect he attributed to U.S. resolve and Moscow's willingness to accept mutual benefits.

"We can wrap up an agreement on intermediate-range nuclear missiles promptly," Reagan said in a speech in Los Angeles.

The president's optimistic assessment followed a new U.S. proposal at the Geneva arms talks for less intrusive measures to verify the agreement, plus a long-awaited concession by West Germany to dismantle its 72 medium-range missiles once the superpowers have scrapped all of theirs.
