Article: Teachers' strike should be settled by binding arbitration

Astrong case for binding arbitration can be made in the Chicago teachers' strike.

The premise behind binding arbitration is that the crucial nature of the services rendered by the employees requires such a procedure. To balance the interests of employees and the public an arbitration panel, chaired by a neutral, is usually given binding authority under guidelines provided by the state Legislature to impose a solution upon employer and union.

(In Illinois, however, a governing body such as the City Council has authority to review and reject arbitration awards, thereby triggering another round of arbitration.)
