OSLO, Norway Costa Rican President Oscar Arias Sanchez won the
Nobel Peace Prize Tuesday for being the main architect of a
five-nation cease-fire proposal that he persuaded Central America's
other leaders to adopt.
"It was his initiative that led to agreement on the Guatemala
peace plan signed on Aug. 7," said Einar Aarvik, head of the Nobel
selection committee.
Aarvik said the committee hoped the prize of about $350,000,
which is to be presented to Arias in traditional ceremonies in Oslo
Dec. 10, would help speed implementation of the plan.
The selection of Arias was somewhat of a surprise and unusual
because the choice was based at least partly on accomplishments after
nominations ...
