Chicago area home builders are lovers of open space, but they
are not advocates of land development control by open-space
districts.
Under open-space district requirements, development rights to
private property can be controlled through condemnation. Eventually,
the open space district may buy the property, but the ultimate goal
is to prevent building on the land, builders say.
Home builders complain that there are major conflicts between
the goals of open-space districts and private property rights,
entrepreneurial goals and the American dream of home ownership.
