A marina encircling Navy Pier and three new banquet halls at a refurbished structure are among the plans Chicago lawyer Scott Hodes is considering for developing the long-neglected Chicago landmark.

The Navy Pier projects would benefit if $75 million in tax-free bonding authority for the now-defunct 1992 World's Fair can be converted to use by the proposed Navy Pier Corp., expected to manage pier development.
