History tells us that a lot of American politicians rise to jobs
beyond their intellect, their nerves, their vision or their guts. A
few are unfortunate enough never to reach the level equaling their
talent, judgment, sense of compassion.
Two in the latter category who come to mind immediately are the
late Vice President Hubert Horatio Humphrey and the resigning White
House chief of staff, Howard H. Baker Jr.
If any person ever deserved to sit in the Oval Office and lead
this nation, it was Mr. Humphrey, in whose brain and imagination lay
the seeds for so many programs that brought life and hope to millions
of hungry, black, aged, poor, uneducated Americans - and to millions
overseas ...
