New Justice Department regulations cleared by Secretary of State
George Shultz will give Soviet Jewish refugees flown to Israel via
Rumania a new right to come immediately to the United States as
"refugees," a change likely to inflame anti-American feelings in the
Israeli government.
The new regulations guiding the Immigration and Naturalization
Service would keep the "political refugee" door open for Soviet Jews
to come here even if they are sent to Israel first. Today Soviet
Jews flown to Israel automatically lose their "refugee" status. If
they want to see the Statue of Liberty, they have a long wait in
Israel before getting on the regular U.S. immigration quota for
Israelis.
