Article: Bush starts to woo Democratic Congress

WASHINGTON President-elect George Bush now begins building bridges with a surly Democratic Congress and also mending fences with old rivals, including Senate Minority Leader Robert J. Dole (R-Kan.).

While Bush won 54 percent of the popular vote in Tuesday's election, Democrats slightly increased their 80-seat majority in the House and will add one or two seats to their current Senate majority of 54-46.

It was the first time since Democrat John F. Kennedy won the White House in 1960 that a president saw the other party gain seats in both the House and Senate. And it left each side saying it had as much of a mandate as the other.
