The economy may be on the upswing, but the homicide business in Chicago last year hit a recession. In 1988, Chicago Police recorded the lowest number of slayings in 20 years. In part, there may be fewer deaths in Chicago now because the city had the wisdom to prohibit the registration of handguns after 1982.

Among the reasons Chicago Police cite for the drop in homicides is the large number of handguns they are now able to round up. "To be simplistic, guns are it," said Chief of Detectives Edward Wodnicki. "If you remove the guns, you reduce the crime. . . . It makes it a lot harder to kill somebody when you can't shoot them with a gun."
