The slovenly sleuth is back. Peter Falk returns to the tube in "Columbo" Monday night as part of the "ABC Mystery Movie." Bumbling, bleary-eyed and apologetic, with a face as crumpled and worn as his wardrobe, Falk's character nonetheless seemed to conceal something keen and lethal beneath the disheveled surface, a suspicion confirmed by his ingenious nailing of the bad guy at each episode's conclusion.
