West German Chancellor Helmut Kohl warned, in a 90-minute conversation, that NATO under U.S. leadership must rapidly adjust to the new world spinning around Mikhail Gorbachev or face a future of unparalleled dangers.

Meeting with us shortly after Secretary of State James A. Baker III left here empty-handed in his quest for a new missile to replace the obsolescent Lance, Kohl pledged "full cooperation" with President Bush. But behind this was a steely warning that the Gorbachev peace offensive has changed the rules of the game.
